The layout of the front panel connector has remained the same throughout; the FY NUC is a *lot* older than the RY or SY NUCs. Here's the standard pinout:
1-3 HDD LED
2-4 PWR LED
5-7 Reset SW
6-8 PWR SW

Thanks Dr.Justice for noticing about the driver version 21.20.16.4542, yes that is correct this driver is old I suggest to update to the driver version 15.45.14.4590 or to the Beta driver.

In contradiction to some members in this forum I use and prefer to use Windows 10 rather than Windows 7. Yes, you shall use Windows 10 64 bit as this is 64 bit machine. I want point out again that if you want use Windows 7, you can add USB 3.0 driver to your Installation media, using Intel Windows 7 USB 3 Creator Utility (see link in my post #1 above). This is very easy if you follow the instruction in read me file. You need use Windows 7 image including SP1. You need also to have the product key.

This issue occurs for one of the following reasons:
The installation DVD is removed during the setup process.
A low-quality DVD was used to create the installation DVD.
The speed at which the installation DVD was burned was too fast.
The DVD drive cannot read the media.
The ISO file is corrupted.
You can try burning the installation DVD at a slower speed or use Rufus to create a bootable USB for Windows®10, Rufus usually works fine.
You can also run the DVD on a different computer to determine whether the DVD works correctly.
You can try accessing the BIOS by pressing F2 when the system boots and once you are in the BIOS press F9 to set the BIOS to default settings and then see if the UEFI is checked and as well the legacy boot, then press F10 to save all changes.
When the system restarts press F10 when you get the prompts and select the DVD/USB where you have the Windows installation image and then follow the installation steps.

Since you are not able to access the BIOS, and at this stage we do not know the version installed, you could try with a BIOS recovery to the latest version. Find below the steps and the file;

I one more thing, I would consider the User's Guide as "first read", but it also depends on what you are looking for.

I believe, that your DVD reader could be a problem. My advice is to create Installation media using USB 3.0 stick and Microsoft Media Creation Tool: Download Windows 10 . Download this tool and use it to create updated Windows 10 Home 64 bit installation media on you USB 3.0 stick. During installation, when asked, enter Product Key from you CD. Here you will find tutorial how to make clean Windows 10 installation: https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html?filter[2]=Installation . Remember, during installation you have to chose right version of Windows (i.e. Windows 10 Home 64 bit), since your product key is for this version. During installation, skip on para. 12 in tutorial (Legacy Boot) and go to para. 13, since you need UEFI. The all process is not complicated and the tutorial is clear.
Once you finish with the installation you shall install NUC drivers downloaded from Intel site: Downloads for Intel® NUC Kit NUC6i5SYH . Install all drivers manually, sequence off installation is not important. Do not use Intel Driver Update Utility, as doesn't work good. You don't need to reboot NUC after each driver installed. Take into consideration that until network driver is installed you will not be connected to internet.

In this case, seems that the keyboard/mouse you are using is not fully compatible with Windows® 10, probably that's the reason why the keyboard/mouse work in the BIOS but not once you are in the OS. You may want to check the following information:
All-in-One Media Keyboard > Specifications Tab > Operating systems.
Tested Peripherals for Intel® NUC Kit NUC6CAYH/NUC6CAYS > Keyboards and mouse devices.
You can try updating the drivers (Wireless, Bluetooth and update the graphics (again)) and also the BIOS but the best recommendation is to get a fully compatible keyboard/mouse with the OS you are using.
All drivers/BIOS are available here.
Also, for testing purposes, you can use a wired keyboard & mouse to see if the problem persists.

Which Windows version are you using?
The processor inside the NUC supports Intel® HD Graphics 620, on the following link you will be able to see the graphics drivers for that graphics controller, please install the latest version of the graphics drivers, you can choose the operating system in there:

I had to uninstall the thunderbolt driver, to follow the steps you indicated.
When I tried to run the updater I got a following error message:

I still have the same mistakes:
1. does not my driver work? Does not read my peripherals
2. Does not the update tool work?

I did the Firmware update and still have the same issue, I have no issue with Audio playback in my AV Reciever is only happening with 3D MVC playback.
The issue is with the resolution setting inside the drivers not working with Intel Media SDK.
I also bought the AsRock Beebox Kaby Lake hardware with has dual HDMI ports, when I connect to HDMI 1.4 port everything but when I connect to HDMI 2.0 3D MVC playback doesn't seem to work same as on the NUC NUC7i3BNk
Intel does indeed release Engineering Change Orders (ECOs). The problem is that the NUCs are all sold through retail channels (there are no direct customers) and thus it becomes the channel's responsibility to pass on these ECOs - and they do a ****-poor job of it (IMHO).
So, what are your options? Well, you should directly contact Intel Customer Support. They will happily replace your NUC while its warranty remains in effect. Here is contact information by geography:

Thanks a lot for your advice.
I am currently doing the final steps as instructed although i already know the answer for them. I now have a Windows 10 bootable USB installation media as per the instructions sent earlier by Juan.
What I will do next is:
1- Remove the upper RAM module and try to boot my system/boot from a live Mint XFCE for re-installation/try to install windows 10 , if any failed, then...
2- Remove the lower RAM module and install the one that I have removed in step 1 in the lower part then do the same test
I believe I already know the result because I was not convinced that my RAMs are faulty and what increased my suspision that the NUC was the faulty one is the above threads I have shared regarding my serial number and the old BIOS.
In addition to this, I have run the Memtest86+ again for over 24 hours as shown below and it was good as shown below.
Will keep you posted with the results.

I have tried to load a newly purchased Win10 over the cloned OS on the SSD without any success and tried loading the purchased Win10 onto the eMMC drive without any success. I will remove the cloned Win10 from the SSD this weekend and try a clean install as you suggested.
Are you an Intel rep? I am thinking ahead as to what I may need to do if the clean install does not work. Thanks for the interest.
It seems I've bricked my Nuc. Any suggestions over and above unplugging the battery to get a non-responsive Nuc running again. When I turn the power on the screen comes on with the Intel Nuc graphic in the center of the screen; it never goes any further. Normally the F2, F7 and F10 options appear in the bottom right and I can get into the bios.
I'll try holding the power button for a few seconds to see if the bios flash menu appears.

But as I said, the keyboard is working fine as long as I dont intall the latest graphic drivers. In another (Brix3150)PC with the Windows 10 is keyboard working fine. Even the another mouse and keyboard is working fine on another PC with Windows 10. Its not compability problem its drivers issue, the keyboard is not fully compatibile, but it means that all the shortcut on the keyboard are not supported, but the basic funkcionality is working fine....
